The strategic and governance structure of the Addis Ababa Traffic Management Authority (AATMA) relies on key governing bodies and administrative councils to steer policy execution, review performance targets, and evaluate transport-tech deployment.

The institutional framework is anchored by the following structural tiers:

1. The Executive Council / Leadership Board

This is the central strategic management team responsible for translating the authority’s overarching 10-year structural plans, corridor development mandates, and modern digital integrations into active municipal operations.

The primary executive desk includes:

• Director General: Oversees the entire institution's reform strategy, inter-agency collaboration with the Transport Bureau and City Administration, and macro budget allocations.

• Deputy Director General (Road Safety Awareness and Regulation): Directs the enforcement policies, regulatory compliance, public safety campaigns, and traffic control operations.

• Deputy Director General (Road Safety Engineering and Operations): Manages physical transport infrastructure safety design, traffic signal configurations, modern command center performance, and technological system integrations (such as electronic driver profiles and automated ticketing systems).

• Head of Administration and Finance Office: Anchors internal support, physical asset scaling, human resources, and the annual budget performance tracking.
