ሥልጠት የሚያግዝ ስልት የመቀየስ ፤ የተመተግበር ኃላፊነት ተሰጥቶታል፡፡

በበላይነት ይመራል፤ ይቆጣጠራል፤ ለአገልግሎቱ ሥልጠት የሚያግዝ ስልት የመቀየስ ፤ የተመተግበር
ኃላፊነት ተሰጥቶታል፡፡ ይህንን ኃላፊነትም በብቃት ለመወጣት አስፈላጊ የሆኑ ግብዓቶችን በማዘጋጀትና በማሟላት በተገልጋዮች
ጥያቄና ፍላጎት መሰረት የላቀ አገልግሎት ለመስጠት የሚያስችል አሰራር ዘርግቶ ተግባራዊ በማድረግ ላይ

በአዱስ አበባ ከተማ አስተዲዯር የትራፊክ ማኔጅመንት ባሇስሌጣን በአዋጅ ቁጥር 74/2014 ከተማዋን የትራፊክ ፈሰት እና ዯህነንነት ሇማረጋገጥ ከ2008 ዓ.ም ጀምሮ ተቋቋሞ እየሰራ የሚገኝ መንግስታዊ ተቋም ነው፡፡ ባሇስሌጣንው ከተቋቋመበት ጊዜ ጀምሮ በርካታ ተግባራትን እያከናወነ የሚገኝ ሲሆን የተፈሇገውን ውጤት ሇማስመዝገብ የሚያስችሌ ወቅቱ የሚጠይቀውን የአዯረጃጀት እና የአሰራር ስርዓት መዘርጋት አስፈሊጊ ሆኖ ተገኝቷሌ፡፡ በላሊ በኩሌ በሀገር አቀፍ ዯረጃ

Throughout the world, traffic levels are increasing and, in urban areas, these increasing levels have led to pressures on the road network which are causing serious economic, environmental and social problems. Many past policies have failed to deal adequately with these problems, including the traditional approach of forecasting vehicle usage and building more roads to accommodate this. It is now widely accepted that unrestrained demand for travel by car cannot be sustained and measures to address congestion have therefore shifted from the concept of 'predict and provide' to 'predict and manage'.
