In this Regulation, unless the context
otherwise requires:
1/ "Proclamation" means Road Transport
Proclamation No.1274/2022.
2/ "Traffic" means the movement on road
of one or more pedestrians, animals
whether carrying a person or being under
their keepers or vehicles.
3/ "Pedestrian" means any person using a
road and includes entertainment cycling,
cycle handling, skateboarding, pushing
or pulling a vehicle, keeping after
flocking animals, and using wheelchairs.
4/ "Animal" means horse, mule, donkey,
cattle, camel, goat, and sheep that are
ridden or guarded by humans;.
5/ Traffic Controller" means a recognized
controller empowered by an appropriate
law to control traffic flow and enforce
the provisions of this Regulation and is
known as traffic controller police or
transport controller.
